The Homestead City Council approved several measures during its Oct. 6 meeting, including funding for the city’s holiday celebration, changes to abandoned vehicle enforcement and a new law enforcement information-sharing agreement.
The Council approved a holiday proposal from Rileighs Outdoor, doing business as Christmas Designers Florida, for outdoor decorations in an amount not to exceed $174,783.
Homestead has an existing agreement with Rileighs Outdoor and has expanded its holiday programming in recent years to create a Winter Wonderland experience for residents.
The effort includes enhanced decorations throughout downtown Homestead and Losner Park, where many of the city’s holiday events are held, as well as decorations complementing the previously purchased and installed ice rink.
According to city information, the expanded scope of the holiday displays has increased costs compared with previous years, but the expense remains within the department’s established budget.
Council members also approved an ordinance changing city regulations dealing with abandoned and derelict vehicles.
The amendment establishes a more uniform enforcement framework aligned with Miami-Dade County regulations and reduces the city’s enforcement timeframe from five days to 48 hours under applicable conditions.
Previously, Homestead regulations required a five-day notice period before an abandoned or incapacitated vehicle could be removed. City officials said the longer period could delay efforts to address nuisance conditions affecting neighborhoods.
The amendment adopts provisions of Miami-Dade County’s code, giving the city clearer standards and streamlined procedures for identifying and removing abandoned or derelict vehicles.
City officials said the changes are intended to improve operational efficiency and allow Homestead to address problem vehicles more quickly.
The Council also approved an Interagency Agreement with the Miami-Dade Sheriff’s Office governing the Homestead Police Department’s access to the Florida Crime Information Center, National Crime Information Center and related criminal justice information systems.
The four-year agreement establishes requirements for the use and security of the systems in the administration of criminal justice.
The resolution also authorizes the city manager to execute similar law enforcement interlocal agreements, memoranda of understanding and cooperative agreements when there is no fiscal impact to the city.
