City of Homesteading Meeting 04-24

The Homestead City Council approved long-range master plans for transportation, water and sewer systems and awarded major contracts for park improvements and utility upgrades during its recent meeting.

The Council approved the Transportation Master Plan prepared by Kimley-Horn and Associates, along with the final Water and Sewer Master Plan prepared by CES Consultants. Both plans were commissioned by the Public Works Department in response to the city's rapid population growth and ongoing redevelopment.

The Transportation Master Plan is designed to improve multimodal connectivity and access throughout the city while evaluating capacity across the existing roadway network. It outlines strategies to address future demand resulting from land use changes, new development, evolving mobility needs and expanded multimodal travel options. The plan provides a comprehensive strategy to guide transportation investments and infrastructure improvements over the next 20 years.

The Water and Sewer Master Plan identifies existing system deficiencies and recommends improvements while addressing the impacts of new development, system upgrades, maintenance, expansion and pollution control. Officials said the plan establishes a long-term vision for enhancing infrastructure for residents, workers and visitors.

In related action, the Council passed a resolution increasing the scope of work for the procurement and installation of epoxy flooring at Harris Field Park by Gel Unlimited, in an amount not to exceed $177,910. The project will cover 11,000 square feet of the exterior event area and stage at the pavilion, giving the space a modern look for events hosted there.

The Council also awarded a $26,782,337 contract to Lanzo Construction for the Krome and Flagler avenue water and sewer upgrade and transit accessibility improvements project.

Project details, timeline and estimated costs were presented to the Mayor and Council on Feb. 18, 2026.

Funding comes from federal and state grants, the CRA, the Stormwater Fund and the water and sewer utility system revenue note.

On Feb. 20, 2026, the Procurement Department, on behalf of Public Works, issued an Invitation to Bid seeking qualified, experienced and licensed Florida contractors to furnish all labor, equipment, materials and services necessary to complete the work.
