A 36-year-old Key Largo man was arrested Monday afternoon for beating a child.

Randell J. Howell was charged with two counts of child abuse.

The Sheriff’s Office were called Monday to meet with a woman and a Florida Department of Children and Families (DCF) representative at a Key Largo residence. The reporting woman said the 11-year-old boy showed up at her residence very late Saturday or early Sunday morning and told her that he is often punched, kicked and beaten with a belt, adding that he was afraid to go home. Authorities examined the boy and found multiple bruises on his arms, legs and hips. The boy said he had broken an appliance and that was the reason for the beating.

The Sheriff’s Office then went to the boy’s residence. They noted the odor of marijuana coming from the house. After multiple knocks, a female and Howell finally answered the door. Neither knew the boy had left the house and wasn’t present when questioned. Howell admitted to beating the boy. When asked about bruises on the boy’s hip, Howell stated the boy moved during the beating. The Sheriff’s Office checked the refrigerator and found food, but also checked the boy’s room and found very little clothing. The woman stated she took the clothing to discipline the boy.

Howell was taken to jail.

The boy was placed in the care of DCF.
